It hasn't moved, but we keep it covered when we are not actually under it, and the base is trapped under a wood deck that is about 8" off off of the ground.

I'd put in the full amount. A 60+ mph thunderstorm gust is pretty powerful. But then again I'm not moving it around am I! Unless they are cheap enough to be disposable. Risk/reward like everything in life.

We're in our 4th season with the 13' Treasure Garden. I do let it down when the winds are strong and we cover it during the long Chicago winters, otherwise, looks as good as new.
I bought a cheap $60 one from Amazon. It is mostly so cheap because it doesn't come with a weighted base. I wound up digging four "footings" approximately two-feet deep and bolting the frame to them. Each footing was 2 bags of concrete (prob $24 total in concrete) and it has held up well.
