Can’t stop water flow to clean pump basket. Help!

Hey guys,

I am a new pool owner and am still learning the basics. I can’t seem to find a way to stop the water flow to the pump basket so that I can clean it. I have tried plugging both skimmers with tennis balls and they don’t seem to work. I have also closed all jandy valves to stop water flow. The only thing left I may try is draining the filter and plugging the skimmers with winter plugs. The pool equipment is slightly below the pool area so I am guessing that’s why I am having this issue. Can anyone guide me on this issue so I don’t run into problems, thank you in advance!

My pump is also a bit lower than the pool water level so I have the same issue. Water flowing to the filter basket from the pool and water flowing back from the filter from the pool returns. I am able to stop the water flow by closing the Jandy valves on the suction side and return side. But, to close them I have to remove the thumbscrew, lift the handle slightly, and turn the valve so that off points toward the pump and filter.

But, I rarely do that. I let the water flow from the pool help to flush out the debris while I'm cleaning the pump basket. I dunk the basket up and down with the water flowing through it to help clean it out and then put the lid back on. The basket stays full of water.
