Bringing existing pool light back to life.

So, as I am sure some of you have seen, I am still a new owner. I have kind of a random question. The previous owner remodeled the pool and added two swim-up platforms. On one platform he added 2 bubble makers with LED lights that face up. They also added a new liner and I believe they covered up the existing light. Obviously, this doesn't help light the rest of the pool. My question is, is it possible to cut the vinyl around what I think is the existing light and try to bring it back to life with a new color-changing LED? Welp. There is probably a reason they covered it. It could be a persistent leak or the electric was shot. You'll be taking a pretty big risk IMO and looking at a big patch for a long time if it didn't work out.
