Bonding railing on composite-covered wood deck

We access our AGP via a catwalk off a raised deck - wood construction with composite boards and aluminum railing. Our electrician says the railing does not need to be bonded, given the wood/composite construction. The municipal inspector agreed with the electrician. Having read a few threads on this I'm not sure I agree and wonder if it should be bonded. Please see attached photo (was taken before finished) and share your thoughts on whether I should be bonding this railing or not, thanks.

Your electrician says it does not need to be bonded. The inspector says it does not need to be bonded. That should be good enough.

If you can easily run the bonding wire to the railing then it cannot hurt to connect it. Otherwise I agree with your electrician and inspector.
