So I have been using a copper ionizer for a couple of years. But I still get black algae which I can kill with enough shock but keeps coming back and seems to be spreading. I have an old ingrown pool with a concrete surface with some weathering. Any thoughts ? Any advice with using the BBB method minus the bleach?

Yes: Don't.
We don't do copper and low-chlorine systems here, we teach and follow the methods of Trouble-Free Pool Care (an extension of the old BBB method). You've already proven that keeping adequate chlorine in your water will solve this problem, and I'm sure fix a lot of other issues you may or may not be aware of, why avoid the simple solution?
