What is the difference between a solid red “No flow” LED and a blinking red? I’m experimenting with different pump speeds. It is my belief that a solid red LED means the flow rate is absolutely too low. I know the LED will blink for 60 sec upon start up, but what does it mean if it is still blinking 30 min later? There has to be a different meaning, but I can’t find anything about it in my searches.

Solid red, means the flow switch is in "open contact" position or the flow switch connection to the controller is broken.
Blinking on startup means, the flow switch is in "closed contact" position and the controller is initializing. 60 seconds delay upon startup and 10 seconds delay whenever the flow is briefly interrupted.
In your case, the random blinking status is caused by the intermittent switch reset due to insufficient water flow. If you have a VS pump try to increase the speed by 200rpm. Otherwise inspect the filter and/or plumbing restrictions. If you have doubt about the controller or the flow switch, try the hacked phone jack approach to test.
