Aqalcal heater not heating

I have Electric AquaCal Titanium heater , 'HEATING' light wont come on

1. Water is flowing through heater
2., Shows current water temp / desired temp (set to 85)
3. All surrounding are clear
4. Fan is running & blowing cold air
5. Checked water return for temp diff, Its the same as input
6. Water temp is 67 , outside temp is 82 (Orlando)
