Any weird reason CYA would measure near 0 in error?

My neighbor told me his CYA was off the chart. I went over to help him dilute and remeasure but testing revealed no CYA! (He was thinking clear meant too high) He then took a sample to Leslie's and they show 11ppm. He has been using pucks and supplementing with bleach for the last 1.5 years. (he knows now he should just use bleach when possible) Is there any reason the test would show a false low reading or can we assume it is correct and go about increasing it to proper levels? Seems the pucks would have kept it higher. We used new reagents, room temp water, multiple tests. Thank you!
 
If the solution is clear, all the way up to 30, your CYA is 0. Ignore Leslie's test.

CYA degrades over time, when people open in the spring and haven't added CYA over the winter, or very little, it is typically low or 0.
