Am I being screwed over??

You have to review your contract first, when I signed my contract I also signed a presale check list. see below:
It specifically said retaining wall at buyer expense. (meaning its not in the initial quote because they wouldn't know at that time)

The other thing is you should have had an elevation survey before they dug the pool, this would have all the elevations around the pool which would also show the need for a wall.

To me it looks like it's sticking up out of the ground about 3ft. I do think you can correct some of that with dirt and grading.

I think we also need some more information from you. Are there drawings you can share where this wall will go? How high it has to be? Length of wall? materials quoted?

If it has to go around the side and back of pool 14k seems possible. Again I would get another quote, but there needs to be plans or drawings to go by to get a "similar" quote.

The PB sent someone over early one morning with a contract to sign. I wasn’t even informed he was coming. In haste, I signed it. It was stupid on my part. The only thing listed in the contract was “16x32 pool with saltwater system and a price. Absolutely no other description. Everything he promised me is his word against mine.

Do you have a copy you can share with any personal information crossed out?
 
Do you have any good pictures of your yard, and the slope you can share with us?

My pool required a wall also as we had a serious slope to deal with. We discussed putting retaining wall before the pool and slope, or after the pool near the slope. We went with before. Pics in signature.

Good luck.... we too were somewhat naive when building and we lucked out and the builder did everything I now know we would have wanted if we just knew then. So maybe you'll luck out in the end also.

We have a smallish yard and needed a retaining wall. It wasn’t in our contract because they stated up front the elevation is challenging to actually plan for it 100% ahead of time. They did tell us the cost is X amount per foot and best guess is this but expect more but could be less. Ended up being a lot more but I knew we would need one.
 
I'd get in writing the retaining wall (length and height, material etc...) and additional bids if possible. Every builder mentioned a wall but one gave us a design/estimate without in the hope we wouldn't need it. After we requested adding it the cost was similar to the others.

The material/finishes chosen can affect the pricing. Just choosing a different retaining wall finishing (did not know the prices in the showroom--just chose what we liked) lowered one bid by nearly $10k. For us the prices for a retaining wall ranged from 9K to over 20K so there is wide variation.
 
I didn’t even include the last page that was completely wasted information. Everything he promised was just verbal. I never saw an actual pool contract until I found this website. Ignorance on my part. I have been scammed.
So there wasn’t anything In the contract that outlined details like equipment types and such?

Very important question: How much work has been performed?
You have a high likelihood of needing to pay for the wall. Only possible way out is to cancel the job but that will cost you a lot of your initial payment because he has your money and it's not easy to get back.

I looked over this thread quickly but I see 2 things......first the pool should not have been built to flush up to that existing covered patio. The surrounding grade is lower and a step down to pool would have made much more sense UNLESS this is what you asked for. Second in today's market that size pool averages 50k with a standard install so I wouldn't call it a scam. You now need a wall and there was poor communication on both parts if you did not have a contract and just handed him 50% down. Find a hardacape crew and get it done cheaper the PB inflates the actual price
