So I have the pool looking clear ready to vacuum. I have a cartridge filter. I have a sock on my skimmer basket. How do I vacuum using my plate to where I don’t throw all of it back into the pool cause it seems to be very fine do I just have to keep vacuuming and vacuuming and cleaning out the filter ,Almost as if it needs to harden up a little bit in the skimmer basket help please …

Cartridge filter are an "intermediate" filter, they filter down to 10 microns. DE filters filter to 3 microns and sand about 30. With good cartridges and assembled correctly, you should not see anything come back into the pool.
Cartridge filters are pretty good at getting the small stuff. I'm surprised you are getting stuff back into the pool...would have to be pretty fine.
Any idea what it is that you are trying to filter when you vacuum? Doesn't seem right.
When was the last time the filter was cleaned and inspected? Any damage? Were the cartridges cracked on the ends or any tears in the cartridge? Was it assembled correctly?
Finally, do you have a multi-port valve on your filter? Maybe post a picture of the filter and and make and model.

How are you testing perhaps you have still not killed it all off and what you see is new and not returning from the filter.
