Adjusting side return flow direction

My in-ground pool filtration system has a few side returns. I attached a picture (as I don't have a underwater camera, this is the best I could get taken above water and it is taken at an angle).

I was told you can change the flow direction of these side returns but I am not sure if that is accurate or how to do so. I do see it has two tabs. I don't wish to get too strong with it and break anything. Is anyone familiar with this type of water ejector and care to explain if this is adjustable?

Hard to tell from the picture, but on mine, the two tabs on the outside rotate clockwise (tighten) or counter-clockwise (loosen) to allow the "eyeball" to move freely or not. I sometimes have to use a flat blade screwdriver against one of the tabs and lightly tap the end of the screwdriver to loosen it up. Not sure why they get so tight as I usually just hand tighten them.

Thanks. You don't actually squeeze the taps? They are just used as something to grab when turning, correct?
 
I had those on my last pool. Just loosen them a bit to free the eyeball. Then, adjust and re-tighten. There's probably a special tool that fits, but I just used a screwdriver to break them free.
