A&A side feed valve issue

My pool has two 6-way valves to run the in-floor cleaning heads. Each valve is independent and run by separate pumps. I recently replaced the guts for both units and everything is working fine at RMP's above 2000. On one of the valves, the impeller stops spinning around 1800 RPM, the other will function down to below 1000 RPM. I run a scheduled program where the pumps run higher overnight and throttle way back in day/evening ( 1200 rpm). But now I can't. I have replaced these sorts of things several times over the years, and seasonally when winterizing, so I am familiar with the process. Does anyone have any tips on adjustments to fine tune this stubborn valve?
 
I'm not sure about the side feed valves, but the top feed valves have a type of flow diverter at the input. This flow diverter allows the water flow to be increased/decreased to the impeller. It basically alows the zone timing to be adjusted.

Are both anti-friction washers installed?
How about the washer between the gearset and the impeller?
Is the mounting shaft smooth?
Have you tried swapping impellers between the two water valves to see if the issue follows the impeller or not?

Maybe call A&A Manufacturing and discuss with them.

After messing around with too many things, I just swapped the two impellers, as you suggested, and what do you know, works fine.
