Foam behind coping

New inground pool home owner here... the pool is 4 years old and I noticed all around between the coping and cement there is what looks to be styrofoam in between... The previous home owner quickly mentioned I will want to get this pulled out and then caulked sooner than later... Is this correct? Is it as simple as he said of pulling the styrofoam up and then just filling the gap with caulk? Is this styrofoam barrier normal when installing a new pool and then caulking later part of the process?
 
It is a buffer between the deck and the pool coping which may move slightly independent of each other due to weather.

You can caulk it with something line polyurethane caulk (or the other pool products, deck-o-seal, etc) ... may need some styrofoam backer rod.
