Above Water line Stains?

I have an in ground fiberglass pool with staining every year when I open the pool. The mortar below the coping stones drip this brown glue like substance around the whole pool. I use bar tender helper with an abrasive pad & it's very difficult. Any suggestions on an easier method. A less abrasive method. I also wax the pool afterwards.

I never has a FG pool, but perhaps someone here has dealt with something like that and offer some help. Good luck, and enjoy the forum.
