Skimmer Valves Stuck - Won't Turn?

I hope it's okay to start new threat with a new problem. I was having issues getting my pump to prime and getting water to the filter after opening my pool the other day. I've tried almost everything. Well, now, my skimmer valves are stuck (in a closed position) and will not move at all. I have never had this problem before.

Any idea what causes this and how to fix it? Thanks.

What kind of valves are they? Ball valves? It is common for ball valves to freeze up after a couple of years. We recommend using Jandy neverlube valves or similar style from Hayward or Pentair.
