Baby fence posts on travertine decking??

So I called my PB's baby fence barrier company to add a self closing gate. He asked me what type of decking-travertine. He mentioned to properly secure the posts they should have a footer poured every 36" for the posts under the travertine if it's layed on concrete base and sand. The decking is not laid yet.
Has anyone with travertine decking with baby fence had this issue and if so, what did the PB and/or Fence company do as options?
I was thinking when they drill into the 1 1/4" of travertine paver, can they extend a long sleeve into the dirt and pour concrete into that?
Just a thought..

Since the deck isn't down yet I would have the footings poured first, you would not be able to get enough concrete in with such a small hole drilled later
