The bubbles are likely due to the algaecide ... stop using it ... it will not clear up a pool once it is already green.

Lets figure out the Baq issue before you consider adding stabilizer. It is cyanuric acid and is not a household item, but can be bought in the pool section of Walmart and other stores.
 
I apologize if I posted this twice. I guess it timed out. We had a storm nearby with no rain but still lost Internet. Attempting this from my phone.

pH 6.8
FC 1.5
CC 2
TC 3.5
Calcium hardness: (not sure about color desired) at 13 gtts blue purple = 325
At 16 ggts = 400 dark blue
Alkalinity TA = 30
CYA = way too low. Started turning at 20 though

PS. my sand filter arrived late this evening.
PSS. The pool filter is different since the baq system was last used and may have been over a year now.
