clear water waterway sand filter

Hi I have a clear water waterway 16" sand filter.It is brand new and my problem is when I screw lid(multivalve) on it starts pouring water like lid is not on tight.I used the little wrench thing that came with it and also took a hammer and turned it alil more and still water pours from underneath lid.I even took the threaded part you screw top on and took out the screw holding it together and flipped the whole ring over and tried that,still didn't work.O ring is in and looks good,like I said it is brand new.No matter how much you tighten it you can grab top and pick it up alil.Any help would be greatly appreciated.THANKS
