I am not convinced how well this will actually work since the rate of the bleach coming out will be variable depending on how full the bottle is.

Looks like a makeshift funnel. Bottom of jug is cut out right? So you measure what you need and then add to the funnel? With a very small hole that probably works well. Too slow adding is fine, too fast would be not so fine.
Suggestion: Temporarily replace the drilled cap with one that doesn't have a hole. Then add water, one cup (or quart) at a time, and put black marks on the sides of the jug at the water line for each addition.
With the volume markings, you can be very accurate with your chlorine additions without having to use a separate measuring cup.
