New owner of a green pool in a forclosure house, where should I start?

Pool is a green/light green under the sun ( currently under a pool cover) its been forclosed on off and on since 10 been thru 3 owners so not sure what maintenance was done or if any during that time. Pool inground 14'w 30'l not sure capacity. It was built around 03-04 based on satellite pictures.

Should I start with:

Testing the water
Putting in the vacuum cleaner and letting it run for a day or 2
Drain pool and refill
Hire professional since I'm out of my expertise.

Welcome to TFP.

The first thing to do is make sure all the equipment works and the plumbing doesn't leak.
After that you can begin the cleaning. Begin that by scooping the bottom to see how much debris is in there.

You have been given good advice so far, so I will just encourage you to execute according to the plan and post questions/pics as you go. The forum is packed with several members who have taken a green swamp and turned it into a sparkling oasis entirely on their own.
