I let me liquidator run for over 10 hours with the setting at 4 and like no chlorine came out of the liquidator. It is still on the bottom of the liqudator...
Liquidator not letting our chlorine?

If the flowmeter was on 4, chlorine was coming out. The yellow layer on the bottom will drop, but the chlorine that goes to the pool is in the clear area at the top.
But after running for 10 hours I saw the line was at the same level. And the FC chlorine dropped from 3 to 2.5( This was overnight)
Look at your flow meter for bubbles. An air leak can let the meter read higher than it should.
Here is a video of my liquidator running. It seems on the right hand side there are air bubbles and the tubing is shaking a lot more than the left hand side.. Is this the problem?

Looks like you're pulling air somewhere between the liquidator and left side of the meter. Check the quick connects but be careful not to over tighten as this can break the seam underneath the meter!! Hand tighten the hose at the float.. also do you have enough pressure to operate the liquidator. When I disconnect my vaccuum I relieve enough pressure that the liquidator does not work well and i have to close a return to up the pressure to get it to work... Not much info but hope it will help you. Right now I'm at 1 with no swimmers yet as the water is still a little cool but I'm holding 5ppm.
