Jandy valve question(video)

Hi guys, heres my dumb question of the day...
Is the valve supposed to turn 360 like that? this morning i noticed psi was at 7! from yesterday at around 20 and week pressure at return lines, should i have filter on this way?

Looks like someone removed the stops off the handle. Just never run the pump with the handle pointing away from the pump ... it says OFF opposite the handle.
