Clorox PPM recommendation ?

Clorox ultra is made for pools, so says Clorox. The recommend 2 PPM and not to exceed 4 PPM for bather safety. These leves are lower then the calculated reconditions Can someone explain this? I know I'm at 6 PPM in my pool.

Along with the rest of the pool industry, they don't recognize the chlorine/CYA relationship so they recommend as if there were no CYA in the pool at all.
