Zero chlorine in the pool

My salt cell seems to be operating fine. It is new and I never have algae in the pool. Any pool tester I have ever used shows zero chlorine in the pool. How to I test for chlorine and to know that the generator is pumping out enough? What can I use?
 
One way to test if the cell is working is to set it on super chlorinate or 100%, so you are sure the cell is turned on, loosen the union on the output side of the cell just enough so a slow stream of water comes out, and test the chlorine level of that water.

A SWG is not always able to raise FC up from zero by it's self, depending on what else is going on. You should post a full set of water test results and also describe how the water looks. That will probably give us a clue to what is going on.
