I have a brand new pool put up about a month ago. We didn't add chemicals for about a week. The ph was low for awhile then I brought it up. The entire time I have shown no chlorine on my test strips. For about a week there has been a settlement on the bottom that makes it cloudy whenever we swim. It takes about 12 hours to settle back down, then it is clear. I vacuumed some of it out but some still remains.

Strips are notoriously inaccurate. You need a good test kit. See Pool School for Test Kit Comparison.

For now, if you could take a water sample to a pool store and post test results back here, that will be helpful.

The first thing to do is to raise the PH up to at least 7.2, higher if you are using trichlor tablets.

Then you are going to need to properly shock the pool. See the instructions in Pool School.
