First off, I'd like to apologize if I placed this thread in the incorrect forum. I didn't see any totally appropriate ones for this particular question. So let's jump right in. Recently a build up has appeared on the tile lining my pool that I have been told is hard water stains. The estimated cost of cleaning this tile was around one thousand dollars. I'm interested in a more do-it-yourself approach, if at all possible. I have pictures:

Additionally, one of the tiles has fallen off and was removed by the team responsible for maintaining the bottom of the pool. I was wondering if the repair is at all easy and what steps I would need to take to replace it, assuming I could obtain the appropriate tile. Picture:
