I don't know what kind of off brand pump it is but I have always been able to switch from high off low using a rocker switch on the wall. I was showing the new home owner how to operate the spa and water features when the high speed setting gave a buzz at the pump and that was it. It still works on slow speed. They want to attempt to repair it themselves before buying a new pump. Is it a matter of trying to change the capacitor(S) or would a new motor be required? It's a century 2.2HP motor.

A new cap(s) would be a reasonable good place to start. Relatively inexpensive and easy to do. However you might also want tp pull the back cover off and inspect the toggle switch as well to ensure the high-spend wire (or connections) didn't get damaged (corrosion, short, etc). That happened to me once. There is still a chance the motor itself may be showing signs of old age, but hopefully the other items will do the trick.
