Possibly. Depends on a lot of things like the size of the panels and headers and what flow they are designed for. Biggest problem might be balancing flow if they are significantly different.
There has to be a way to do this. I would try to plumb them in parallel. Don't have the same water go through both heaters. That could be too much resistance.
