Stair Jets missing fittings - Help!

Recently purchased a house with a pool. 16 by 32 vinyl inground with fiberglass stairs. In the stairs there are two return jets however there’s nothing inside them. Can anyone tell me what fittings I need?! I know it’s not a regular eyeball as I removed one from the other return and tried it. There’s about a half inch or inch of smooth plastic before the screw part. I’ve gone to several pools stores and no one can seem to give me a straight answer. Does these jets help keep the stairs clean? Or are they really just for show.

I believe there spa jets, the fitting above the jet is a air channel. There should be a valve to control the flow to jets. Can't really tell if the internals are installed
