Changing Gasket Around Skimmer

I will be changing out the gasket(s) around my skimmer on my in-ground vinyl pool today. Any pro-tips?

A few concerns I have:
1. Do I need to put some silicone on the faces of the gasket?
2. Do I replace the gasket on both sides of the vinyl? I ordered two gaskets. Do I need to use them both?

I am hoping to stop a leak. Shoot me any pointers if you have any. Thanks
 
Leave the bottom gasket alone, it is unlikely your liner is still pliable enough to manipulate it.

If you have steel walls & see rust, abandon the job. & A\B the faceplate to skimmer throating, making a bridge.

I am pretty sure I have some rust behind there as I am seeing it on the the faceplate a bit. What does "A\B the flaceplate to skimmer throating, making a bridge" mean? Thanks for your suggestion.
 
A/b is a 2 part epoxy.

Here are images of rusted panel & an expensive repair, you don’t want to open a can of you know what.. & the liner had to be replaced to do the work.
