Above Ground Bottom Track?

Hello, I am in the process of installing a 15' round pool. I have the ground level. My problem is the bottom track and plate.

The instructions state to put the track in 1/16th" before the stop which I did. When I finish the last track a bunch of the plates pop up. I have it round at 7.5 at every point. Is this normal for these plates to pop up like this and the wall will weight it down?

Pictures would help, but sounds like it'll settle down once you set the wall.
