Hayward sand filter lateral hub moves freely

Hello, I have a Hayward sand filter that I just purchased to replace my old sand filter and upon receiving it I noticed that the hub that holds the laterals moves freely up-and-down and it twists around. I remember when I changed the sand out in my old filter that the lateral did not move. It is the Hayward S244S Pro Series model. I am pretty sure that it's not supposed to do that, so I'm wondering if they might have forgotten to glue it from the manufacturer?

Can anyone help me?

That sure doesn't seem correct. Is there any mention of it in the manual?
