Skimmer not skimming

Have been working along on my pool with the help of this wonderful bunch of folks. Got ready to vacuum & it did for a minute then I have no suction at all. My pump isn't priming at all - any suggestions?

Are you filling the vacuum hose up with water all the way first, before attaching to the skimmer inlet?

Yes, but when the hose is not hooked up & the pump is running, there is no suction at all on the skimmer.

Is there water coming out of the returns? What is the pressure on the filter? Do you know what the clean pressure is for the filter? Is there a 3-way valve in front of the pump to choose between skimmers and bottom drain? Is there a valve set to draw water from the spa?
