FLO error Jacuzzi J-370 gets OH error when flow sw is jumpered - what to do next?

I have been getting FLO error on my jacuzzi J-370.

1.) I first pulled the 2 month old filters off. Pump turns on and i get full waterfall. still get FLO error
2.) I pumped hose water into filter inlet. still get FLO error
3.) I jumpered the flow switch. within 30 seconds I can hear water boiling at inlet to flow switch. I get OH error and then it shuts off.

Where do I look next?

On my Sundance spa the OH error is for over-heated ... when the water temp is too hot both from the spa heating and the outside temps.
