Sun and chlorine usage

Maybe a simple question with an obvious answer but here goes....is chlorine used up in pool water when the day is overcast or is it only used up when the pool is in direct sunlight? Or, is some used up when overcast and more with direct sun? I think I understand that CYA level has a bearing on how much or how fast it is used up...Just stretching my chemistry wings...

Can you get a sunburn when it is overcast? Yes, so there is at least some penetration of the UV into the pool breaking down the FC when it is cloudy.
