so, quick Q. is there a diff between HE and non-HE bleach for use in pools/spas? wondering if the one that are "HE" make it harder to foam up. can bleach foam up?

From what I can find it should NOT be used in the pool/spa. It states it has a thicking agent. Use this link to see what all the HE bleach has in it! NOT good stuff for a pool. One of the ingredients talks about PH and another ingredient talks about alkalinity.

Stick with plain bleach!

You don't want to use bleaches that have thickeners or surfactants in them as they can cause foaming. It's best to also avoid the ones that have fragrance. For Clorox the ones that are OK and not OK are as follows:
