Solar control panel heating & cooling lights both lit

Our solar no longer turns off regardless of setting on control panel. If I flip the switch on the actuator, the valve moves to the respective switch position. Without flipping the switch, the valve stays on regardless of the setting on the control panel (temp or manual off). The cooling and heating lights are both lit on the control panel, regardless of setting (manual test, auto or manual off). Power and check sensor lights are not lit.

Do you have freeze protection enabled? and if so have you tested the resistance of the freeze protection sensor?

Assuming we do not have freeze protection enabled, as we live in FL. Where would the freeze protection sensor be located?
