pool rust

I have the opportunity to purchase a 15x48 round Hampton pool. It includes the deck, pump, filter, etc all for $500. It will then cost another $1,000 to get it moved and set up at my residence. My concern is the rust Around the pipe In that picture. The pool Itself is about 4 years old...

Who can I get to get this off and not charge me too much ? I can’t do it myself and you tubes not always safe . Appreciate numbers for estimates that don’t require me to pay re doing the whole floor .
