generating chlorine

Is my salt cell done or do I need to change the settings? I turned it up to 100% and it runs 9am-9pm high speed 9-5. I don’t have chlorine. If I float chlorine tablets my pool stays clear. I believe my cell is out of life, it’s about 4-5 years old. First picture is as it running normally and 2nd...
