Did you turn the pump off over night to let all the particles settle? You could try brushing all the settled particles to one spot of the pool and vacuum it all from the one spot. It would take some time but just push it with the brush and let it settle and repeat that process. Would help to...

Try using a water hose to fill the pumps hose while it's under water and pump turned on. This should help prime it.

I added 3lb in a sock and put it in the skimmer. I used the pool calculater and it said add 4lb. 3lb was all the sock would hold.

I didn't mention the CYA because I didn't test for it since I just added the stabilizer and wasnt sure how long to wait to test for it. The pool guy's last test for me showed 19ppm.
