What are these rings called? and how do you install them?

Hello my filter retaining rings keeps falling off, everytime we open it up the ring falls off and we jam it back into place. Is there a fix for this or is it nessesary to replace or can I just not need to put back again?

We have this situation where green algae kept forming behind the tiles at the top edge and the steps of the pool as a result they gradually kept falling off In the off season we glued the tiles back again with acrylic silicone but they kept falling off trought the year again, some did stay glued...

Where would I need to drill? in the plastic of the top or the 'concrete'? And what should I use to drill?

Basically both screwholes have suffered a lot of tear the left one is just a piece of plastic now and when we try to screwin the cover it just ends floting around. Is there any way to fix this without braking the concrete and replacing the part?
