It is the one in the picture. I didn't think about an overflow. I'll be trying the water hose tomorrow to see if it drains or simply fills and flows back out.

How much water is coming out when you take the cover off the pump basket? Is the pump full of water or nearly empty when you take the cover off? If it's nearly empty, it sounds like you need to add water to prime the pump.

Any other thoughts on how to test this or to see if it's a blocked return?

I see no oddball plumbing, capped lines, or anything out of the ordinary around the pump/filter.

I haven't seen any capped pipes, but do have a mystery electrical box outside of the pool area. I haven't taken the time yet to pull the cover to see what's in it. It's fairly close, but it could simply be a junction box for the deck lights and/or the in-pool light that is at that end.

You said it worked for a while. It could have pulled something into the valve from the skimmer and as you turn it between off and on it is allowing some water to get past the obstruction.

Just tested FC and it's 26. The pool is blue in color but still can't see the bottom in the shallow end.
