Bought a house with an inground pool. Discovered there is a leak in the return line just below ground surface near filter. Dug it up. Cut pipe to repair now water is flowing nonstop fron pipe. Why and how to stop it??!!

Good evening all, I've been reading and testing water and I finally give up and decided to post for help! I have a 20' x 4' round AGP (Pro Series metal frame) and have a Hayward 14" Sand filter w/40gpm pump and an SWG. Here are my test results as of this eve...(via Taylor 2006) Salt 3000ppm...

I need to bring up my FC level and was wondering if the SWG should be running when I add the chlorine or off?? I've read the manual front to back and did some research but have yet to find out the correct process. I don't want to mess my SWG up.. :-) thank you!
