Just had the pool water tested and ph is 7.6. I was told to add 16.9 pounds of alkalinity increaser. If ph is in the ideal range why would they tell me to add that?

Is a liner lock recommended for a new pool liner? The old liner came loose in several spots and tore. The new on has just come loose in a small area of the shallow end. I was quoted $200 for liner lock and installation.
