Are you asking about a pour-a-lid? I think Paralevel has them. I have never used one, so no help there. I have a Poolmiser and quartzite coping. I cut a piece of the stone to use in place of the plastic lid.

I guess it depends on what water district you are in. I think I paid less than $100 to fill 15,000 gallons in April of 2020. I'm in the Padre Dam water district. I braced for impact and when I got the bill I was actually surprised.

I would test the water at the street first to make sure it is from your pool. If it is, do you have an over flow that is plumbed into your yard drains perhaps?
