Calcium deposits all over pool

We have been fighting terrible plaster issues since the initial pour about two years ago. The PB (who also "maintains" the pool, for now) is currently unresponsive. Most recently, within the last year, we have had white deposits appear all over the pool - it looks like bird poop but its not. The PB had someone come out w/ a pumice stone and rub them off and they were back and worse within a week.

Can anything be done to clean this up or is this a full re-plaster situation?

How are you getting your test results? A pH of 9.0 is physically nearly impossible in water, and not measurable by any kit you or a pool store would have access to.

If they added 6 lbs of stabilizer and it did not increase your CYA level, I would say their test results are bogus.

I’d echo this. Their testing method is not working and that may be what’s causing the issue. The pH and CYA are obvious errors/impossibilities.
 
Team - just a follow up question as there is so much conflicting information about this online. Am I absolutely looking at a delaminating surface which is almost certain to start to have pop offs in the next year? Sometimes when the stars align I am able to brush these away
