New Vinyl Liner, Lumps and Undulations

We are currently having our vinyl liner replaced. I went outside to check on the progress after the crew put the liner in and noticed a lot of bumps on the floor. I thought maybe they were air pockets or something of the like but, after further inspection, realized they were lumps underneath the liner.

The crew had to remove some of the old sand material underneath that had moss growing in it and patched it with new material. We never had these lumps before. When I spoke to the install manager, he told me that this was normal and to be expected with a sand bottom. If we wanted something smooth, it would have to be replaced with concrete or they would need to add a "skim coat" to it which means we would be paying for additional materials.

Is this normal? Do these bumps flatten over time or should we expect the installers to grade the bottom and smooth the patches that they made? Pictures for reference.

Yes lots of liner pools have it, not sure if we can call it the norm. Depending on the contractor to correct it by smoothing it over with some new material. Most guys doing liner replacements it's out with old and in with the new. You won't see it much once the pool is filled.
 
It does happen - have had it a little after each of the now 3 liners I have had in my pool. BUT, yours seems to be pretty excessive. If were me, I'd push back about them needing to pull it back, and do a better job of smoothing the sand. Looks like most of the shallow end needs it, and perhaps the downslope.
The only good thing - it will be the area that highlights an algae problem first, as the dead stuff settles there more than in other places....

My current one has pretty little of the above...but there is that stupid footprint that someone left....
 
Thank you for the help! We asked them to go back and smooth things over and the shallow end is much better now.

I did another walk around and it looks like the liner in the corners of the deep end is pretty far off the actual wall. It’s stretched super tight but there’s probably 6 inches of air between the actual liner and the wall behind it.

Sorry for all the questions but is this to be expected?
