I am thinking about installing the jandy PLC1400 and reading the manual it looks like I need a clearance of about 17 inches but I do not. What would be the best way to reroute the pipes to have enough space?

I was thinking about changing the direction of the elbow from the heater from up to the wall and add two more elbows to lengthen it and add the backup valve and the swg and remove the chorlinator?

That will work. You do not need a check valve with a SWCG because it only produces chlorine with flow.

You could also install a vertical U and put the SWCG on the downward flow side. See picture B or C
