Inground Pool Leaking - Where to begin?

When the pool was opened, the water level was just above the LED lights and there was a TON of wrinkles. The pool guy thought the pump in the middle of the solid cover sucked out the water and the heavy precipitation causing high water table contributed to the wrinkles. After filling up the pool, I started to lose nearly 2" of water per day. However, the water loss has significantly decreased and is sitting just below the return jets (still much higher than when the pool was opened). The liner is 12-14 years old so I am replacing it but concerned there are other issues. My wife is convinced there is an issue with the piping as she remembers the cover being very low (sunken) when the pool was closed but it would have taken a LONG time for the pool guy to accidently suck out water via hose in the skimmer and there is obviously a leak given it is going below the skimmer right now.

The pool company performing the new liner said to wait until the new liner is installed and get a diver if there are still leaks. They suspect it is the light because that's the water level at the time of the opening. With that said, what should I be asking/hoping for when they install the new liner with regards to the return jets/lights/skimmers to keep water out? Are the pipes pressure tested with air? From what I am hearing, I need 2 diff companies for each test.

Leak detection can be a bit tricky and you have to take it systematically, one thing/area at a time. The article below is a great pace to start. General rule of thumb - where the water level stops dropping, that's probably where your leak is. Could be a light, a return jet, or simply a tear in the liner at that lower waterline.
