Please help figure out what this is.

3rd owners of a home with a 20 year old swimming pool. Behind the pool in the landscape bed I found an irrigation valve box with plumbing and electric. It looks to have been neglected for many years. We are losing about an inch of water a day and I’ve been digging around trying to figure it out. This device is flooded and wet on the outside from the top which makes me suspect water is entering from somewhere. Water can not be getting in through the top. I took as many photos as I can without sticking my hands down there because of all the water and electrical wiring. Any ideas?

That is an electrical junction box for the pool lights. It seams the box is above the pool water line, so that means the water in the box is just from rain or ground run off. It should have a drain hole at the bottom and is probably clogged.
 
My junction box for my pool light is on my equipment pad. Could this maybe be an auto refill? There is a return line that installers found closed off under my original liner when I had it replaced last month.
